Job Purpose:

The Compliance Officer undertakes to ensure that the Scheme’s liability is limited through the mitigation of risks, sound and proper governance as well as compliance with relevant laws and industry regulations as well as internal policies and procedures.

Key Responsibilities:

1. Compliance

  • Monitor and assess regulatory changes and emerging risks to identify potential compliance issues and recommend appropriate remedies
  • Establishment of the Scheme’s overall Compliance Framework through the implementation by way of monitoring processes and assessments
  • Identify and assess compliance risks and providing strategies to mitigate such risks

2.Risk Management

  • Maintain the Scheme’s Strategic and Operational Risk Registers

3. Collaboration

  • Collaborate with cross-functional teams address compliances issues and documentation.
  • Liaise with regulatory authorities and industry associations to stay updated on regulatory developments and best practices.
  • Draft compliance opinions for the Scheme as and when required.
  • Liaise with Service Providers and other Scheme Stakeholders as and when required.

4. Reporting

  • Assume secretariate responsibilities for the Scheme’s Risk Management Forum and Strategic Risks Committee (EXCO).
  • Prepare and submit regulatory filings, reporting or disclosures as required by applicable laws and regulations.
  • Prepare and compile Reports on Legal Compliance matters for presentation to the Board and Sub-Committees

5. Training and Education

  • Provide compliance education and training to staff in order to ensure that compliance obligations and best practices are understood.

6. Compliance Research

  • Provide research and analysis on compliance issues relevant to the Scheme and medical schemes industry.

7. Documentation and Record Keeping

  • Ensure proper documentation and record keeping for all Compliance matters including adherence to POPIA prescripts and all correspondence

Minimum Requirements:

Education/Qualifications / Experience:

  • LLB
  • Admitted Attorney (Non-practicing)
  • Compliance Institute Membership (intended/preferred)
  • Risk Institute Membership (intended/advantageous)
  • Legal Practice Council Membership (Western Cape)
  • Commercial legal based background
  • Proven experience in compliance and risk management
  • 3 to 5 years’ legal administration experience
  • Experience in the Healthcare Insurance or similar industry will be preferrable
  • Litigation experience will be an advantage

Communication Skills:

  • Professional demeanour in liaising with Scheme stakeholders.
  • Excellent written and verbal communication (E-mail, telecoms, general correspondence and virtual meetings).
  • Reading skills – able to read and understand large volumes of material within limited timeframes.
  • Interpretations skills – Interpretating of Legislation/ Statutes as well as Legal Precedents (case-law) and Directives.

Monitoring and Evaluation:

  • Attention to detail to identify variances and/or discrepancies.
  • Planning and scheduling evaluation/monitoring to meet deadlines

Time Management:

  • Ensuring that tight deadlines are maintained.
  • Agile and adaptable to be able to work at a fast pace in a highly pressurized environment.

Computer Literacy:

  • Proficient in all Microsoft Office Suite and other Applications including – MS Word, PowerPoint, Excel, Outlook, Teams, SharePoint, Copilot.
  • Demonstrable knowledge of DocuSign and PDF Software.
  • Knowledge of compliance and risk management software (advantageous).

Secretarial Skills:

  • Minute taking and distribution of meetings packs.
  • Arranging and organising committee meetings.
  • Assist with annual assessments and training.
